Aircel MNP

On 30th of march i applied for MNP of my Reliance GSM No.8957772735 into Aircel Network for which the retailer has charged me Rs.19 and submitted my documents for the formal process along with the porting code RE926336.
Later on 05th of April I got a MSG at my reliance Sim that my no. will be ported tonight and will be ready for use from tomorrow.
The number was ported onto Aircel network and after that on 09th of April i received a MSG at my number that my documents has not been received.
I Contacted the retailer, the retailer contacted the representative of Aircel in-front of me and told him about the MSG and the representative said don't worry i will look to it.
I went to Mumbai on 15th of April and came back on 20th of April and found my number not working.
Now the retailer, representative and the customer care executive at the aircel store in civil lines,Allahabad all are saying it is because of non-submission of the Documents.
I am running all over and spent approximately RS.1000 in petrol and other miscellaneous expenses and more than that a lot of my mental & physical strength in chasing how it could happen.
My complain and question is, if my documents were not submitted then how the MNP process has been performed and if it was submitted then why should i submit again for the same number.
