Non blockage of SIM

My no. is 9958226467 which was being used by my husband Shri Anil Kumar. On 16.4.2012 while returning from his office at ITO, he lost his mobile. We tried a lot to get the SIM blocked through my altername number 9718261563 but firstly the Idea customer care representative not responded well and afterwards the reply came " all customer care representative are busy, please dial 53500" like that. If someone has to block his SIM, how is it possible. We had already spent almost 3 to 4 hours to try the customer care number but all in vain. Who will be responsible for this ?
