Gas leak

I am a Indane consumer no. RM-02129, residing in Charmwood village, Faridabad.
I was supplied a gas cylinder on 01/12/2012 which has been leaking since then.
On my complaint my dealer agreed to send a representative to check. That person came , checked and assured to replace the cylinder on 03/12/2012. Nothing moved till 04/12/2012.
I had to visit my dealer on 05/12/2012 and was assured of action the same day. A person came and concluded that the cylinder was perfectly ok and that I had developed a phobia.
The cylinder has been kept in the open balcony of my house as a safety measure.

Now I am appalled by the ignorance and apathy of the dealer and the IOCL. The people employed with the Dealer have no basic knowledge, I find. The IOCL , a government enterprise are irresponsible and negligent in dispensing there duties. Are they waiting for a disaster to occur at my home?

I have registered two complaints at 9911554411- 1879089 dtd 08/12/2012 and 155233 dtd 09/12/2012.
Nothing has happened till writing this mail.

Please HELP.
