always delivery not on time.

My Consumer Number is 11707 booking date-20-10-2012.

This agency never given delivery on time. I am not got my delivery. I have home delivery connection but never receive cylinder on time. I book my cylinder last month dated- 20.10.2012 but still not receive, again this month. When I talk on phone in gas agency they say that your number not comes. Agency says that you can take refill from my gas go down. Agency doing fraud to black my booked cylinder.
In this matter I told the Sales Officer Mr.Istiaque Ahmad Ji on phone number-9927626303 on dated 03-11-2012 but he says that you surrender this connection and transfer to other company connection and says that this agency delivery service will always poor. So I don\'t give any positive response. Mr.Istiaque Ahmad Ji is making a pressure to me that you surrender this connection.
What I do for this? How can I make case against this agency? How can I get my cylinder on time because I am service holder that why I have home delivery connection. Please tell me what I do for this.
