not delivered The LPG cylinder

Respected Sir I would like to conform about the domestic gas delivery law.
A wido who was not available at her home for one day in the absence of her the
Domestic gas supplier agency near Newazimabad colony, Sultangung,Mahendru,Patna,Bihar,India.
gas distributer person came to deliver at home.
but when she come back to home and requested to send the LPG cylinder again the gas distributer aagency
replayed her the delivery has canceled and has to visit the distributer office.
and when she requested again the the distributer replied to transfer the connection.
you please send the detail what should I do. not face this type of problem to any Indian.
