No response on Customer Phone

I am consumer of GSPC Gas with following details.
Customer ID: 500000067300,
Residence Address: 3/10 Nehrunagar Co.Op.Hsg.Society, Nana Mava Main Road, Rajkot West Zone(J), Rajkot-360004.
Before three days back one fellow from GSPC Gas visited my house to note down the reading of Gas consumed for billing purpose. He had left my house without issuing Bill to me, while He had issued concerned Bills to my nearby all concerned neighbours.
Today at 12:40 Hrs (Noon) I had tried to contact Cusomer Care of GSPC Gas (Raiya Road Branch) on available Phone Nos.(6190500, 6190501 & 6190502), initially phone was busy contineously for 15 minutes & then call was gone but nobody had received my call. Thereafter, I had tried on Emergency Call (Phone No.2705550 & 9099222922)) & reply from that number was given me that these phones are only for emergency matter & you have to contact Customer Care only. Now recess time (from 13:00 to 13:30 hrs). I surprised to here this matter as I had contacted before recess time eventhough no response was received from Customer Care.
My Complain is for not receiving Bill from that fellow at that time & it is fear that GSPC will fine me for late payment eventhough they are failed to issue me the Bill in Time.
