TOO MUCH NOISE & VERY LOW COOLING

i bought hitachi 1.5 ton ac on 17.06.11 and from day one the ac is not functioning properly. There is too much voice and cooling is also very low . I also lodged the complaint at customer care center, but no one came even after 10 days of my complaint. I also lodged the complaint at higher office of Hitachi but still no result. How can a company like Hiatchi behave in such manner. Please resolve my complaint otherwise i will move consumer court and claim for mental harrassment and other damages.
