Tatkal Ticket booking

From last 15 days i am tracking IRCTC tatkal booking services. Upto 7.55 this site is working properly and from 7.55 AM to 8.20 AM general public could not open the site due to will fully manipulating the speed of the site. Why concerned authorities are keep mum as it is most vital issue. This is only possible by insider computer experts involvement in IRCTC to facilitate the touts, as everybody experiencing in his life , he can't book Tatkal tickets but touts are selling them outside the New Delhi station openly by taking extra hansome money.
Should anybody concerned will crack the nexus of touts and IRCTC. If Tatkal service not made proper by IRCTC then Railway ministry should immediately debar the IRCTC for Tatkal service.
