Non-delivery of cylinder

I have booked for refill cylinder Indane Gas for consumer No.43252 of Anupama Gas Agency, Trimulghery, Secunderabad. on 22.09.2012. They have given booking no.430931 and Cash Memo No.14601 dt 27.09.12. But so far, the refill cylinder is not yet delivered. Now the system is such that we cannot make direct complaint with the distributor but only to their customer care no.18002333555. I have been trying this number for the last 10 days but they regulary say that the Server is not working and they could not do anything. I wonder what type of service these agencies are doing with all these automation and online booking.
