Non delivery of cylinder

My consumer number with the Indane Gas is 18980.
My distributor is M/S Rajammal Gas Agency, Perambur Barracks Road,
Chennai.
My Cash memo no. 2432 generated on 09/11/11 at 14.35 has not yet been delivered to this date 22/11/11 and still I have received a SMS on 09/11/11 at 15:36 that the cylinder has been delivered.
Now my existing cylinder has been exhausted and they will not take new booking for a further period of 20 days as stated by the agency.
If the cylinder was delivered on the said date then it was delivered to whom?
We are being constantly told on the telephone that the cylinder will be delivered in a day, for the past ten days and not yet delivered.
