Passports Not Received

Sir,
Have applied for my two sons (4yrs and 1.5 yrs) passport in TATKAL in Hyderabad RPO, it nearly four months now that we have not received their passports yet.
I am in UK and desperately waiting for my family to come and join me, i have been tracking the status online and it since three months it always shows as 'Passport is Ready' but it is not dispatched yet.
Can you let us know why it is causing such a long delay and request you to dispatch them asap.
