Speed

I recently Got reliance netconnect plus data card which offers speed of about 3.1mbps but the speed that i am getting is only 120kbps which is CDMA1X speed not HSD so i was cheated and i live one of the cities where reliance claims they offer 3.1mbps of speed. I live in NOIDA sector 61. called customer care they told me that speed in my area is very high and they cannot do anything about that so i have paid 1600 for the Data card stick which is purely waste of money so i am planning to disconnect the services but what is the procedure to get refund for stick as it is of no use to me?????
