Chits money still not recieved

Dear Sir ,

i have auctioned for the chits group of Rs.5lakh on 22nd Marh 2011 in Sholapur, as per the rule all the documents and verification as been completed on 09 april 2011 and till today i haven`t recieved the payment or CHQ. as iam in emergency needs of funds i am following the sholapur branch daily for the status, i have been the same status till today that the DM at pune is not in the seat , untill and unless DM won`t come the payment won`t get release.
the one who plans for the financial plan and gets fail knows the pains to only him.
due to this silly reasons , i have to suffer a lot.
