network block

hello sir, my name is sk sha mohammed, i applied to port my mobile no 9949057458 from bsnl to aircel,after 9 days my no converted to aircel succesfully but, no incoming and out going from my no then i call to aircel helpline no. she says after the verification of name and complete address you will able to receive and make calls, then i call aircel verification no 59059 and verify the all details, but still my mobile network is blocked. what is the problem i do not understand why govt is not taking any action against the mobile operatrs.
