Gas connection not available.

Dear Sir ,
I submit my form at 1-March-12 my rep number is 1988724 & paid cheq of 1000 Rs through Dena Bank, but still my gas connection available
I am not getting any satisfied answer from the GSPC GAS NADIAD Dist Khead (Gujarat)
Befour few days when I visit at office the responsibly person of GSPC told me that now I will not get the gas connection, because of a stupid region that my resident is on height
So I request to return my cheq but now thear are asking me a requst letter
that I do not want the Gas connection
How can I give the Letter
So please do our needfuuly
