unwanted charge dedution

respected sir /madam,
i have activated blackberry sevices from provider and they have deducted 399 rs for that service in which they told me that i will also get free internet and bbm services.. but when i browse internet they charge saying that i m using gprs sevices even though they provided me setting for so.. i have lodged a complained in idea care too but nothing seems to happen and still they are charging me for same services..
please look into matter
