delivery not on time.

this agency never given delivery on time . from last 2 months i am not get my delivery . i have home delivery connection but never receive cylinder on time . know i book my cylinder last month but not receive , again this month i book online still not receive . when i go agency they say that you receive . agency doing fraud to black my booked cylinder . what i do for this . how can i make case against this agency . how can i get my cylinder on time.because i am 70 years old . that why i have home delivery connection . please tell me what i do for this
